Dr. Lloyd Parker

Serving as the State Demographer for Texas since 2010, Dr. Lloyd B. Potter supports state and local policy makers by providing them with objective information about the composition, characteristics and distribution of the people of our state. Dr. Potter’s research interests are in applied demography with a particular focus on health, education, energy, and water. His current work focuses upon examining patterns and characteristics associated with energy and water consumption, exploring patterns of educational attainment, and working to describe mental health issues among Hispanics. He is a professor in the Department of Demography at The University of Texas at San Antonio where he also serves as the director of the Institute for Demographic and Socioeconomic Research (IDSER).

Felicia Pulliam, J.D.

Felicia Pulliam is the CEO of Create Community LLC, bringing 18 years of addressing complex issues related to community transformation including citizen engagement, capacity building, racial equity and economic mobility. Appointed to the Ferguson Commission by Missouri Governor Jay Nixon, Felicia co-chaired the Economic Inequity and Opportunity working group charged with designing a strategy to promote economic mobility. This body of work developed the Opportunity to Thrive section of the Ferguson Commission report, Forward Through Ferguson - A Pathway to Racial Equity. Felicia was an adjunct professor in the Criminal Justice program at St. Louis Community College at Florissant Valley for seven years where she taught Criminal Justice, Juvenile Justice, Criminal Investigations and Constitutional Law.
